The State of Connecticut (the State), acting through the Health Care Cost Containment Committee (?HCCCC?), has authorized Milliman, Inc. to solicit proposals to replace its current fully-insured medical, prescription drug, and dental benefits plans and its fully-insured Medicare carve-out plan. The State must duplicate current plan designs and funding arrangements. The State not only provides benefits to State employees, but through Connecticut General Statutes 5-259 and its subsections also covers employees in the probate court system, General Assembly members, former legislators, and State Marshals, to name a few of the additionally defined groups. The State of Connecticut is issuing this RFP at this time because its guarantees with its current benefit plan vendors are expiring June 30, 2008.

We require that you present premiums and fees in your proposal without commissions. You must certify in your response that no provision for commissions has been included in your fees or rates. The State WILL NOT accept proposals with provisions for commission arrangements, nor will the State pay commissions to any brokers.

All proposals must be received by 4:00 PM EST, November 21, 2007 in order to be considered. Proposals received later than the time and date specified will not be considered. After your proposal is received, it will be firm for 90 days and may not be withdrawn during that time.
