1.0 General Information

1.1 Statutory References

1.2 Definitions

An agency for accounting purposes is defined as the lowest organizational unit which receives appropriations and/or allotments and therefore is assigned an agency code.

1.3 Agency Types

An agency such as the Office of the State Comptroller for which the General Assembly appropriates for the office as a whole is a single agency with a single agency code. The Budget and Financial Division, Core-CT, etc. are sub-units and thus receive no separate agency codes.

The Civil Air Patrol is not a unit of state government, however, it receives a direct appropriation from the General Assembly, so it is assigned an agency code.

Parent-Subsidiary Agencies. These are situations where the General Assembly appropriates for the "department" or "Parent" as a whole but the constituent units are controlled by the allotment process. In this case the constituent unit (subsidiary) becomes an agency and is assigned an agency code. Examples are:

2.0 "SmART" Agencies

2.1 Statutory References

2.2 Definitions

The Small Agency Resource Team (SmART) agencies were created through legislation. The Department of Administrative Services consolidated human resources and payroll personnel from multiple agencies to provide consistent application and execution of HR rules and procedures. DAS partners with the SmART agencies to assure that their affirmative action programs are fair and equitable.

Some of the SmART agencies business office functions are overseen and handled by DAS.

4.0 Administrative Purpose Only Agencies and Commissions

4.1 Statutory Reference

CGS Chapter 4 Sec. 38f

4.2 General Information

Agencies assigned for administrative purposes shall

(1) Exercise any quasi-judicial, rule-making or regulatory authority, licensing and policy-making functions which it may have independent of such department and without approval or control of the department;
(2) prepare its budget, if any, and submit its budgetary requests through the department; and
(3) hire its own personnel or enter into contracts, if authorized by law, or if the general assembly provides or authorizes the expenditure of funds therefor.

The department to which an agency is assigned for administrative purposes only shall

(1) Provide record keeping, reporting, and related administrative and clerical functions for the agency to the extent deemed necessary by the department head;
(2) disseminate for the agency any required notices, rules or orders adopted, amended or repealed by the agency;
(3) provide staff for the agency subject to the provisions of subdivision (3) of subsection (a) of this section; and
(4) include in the departmental budget the agency's budgetary request, if any, as a separate part of said budget and exactly as prepared and submitted to the department by the agency.
