CALL TO ORDER

The Chairman called the meeting to order at 9:06 AM.

DIVISION DIRECTOR'S ADMINISTRATIVE AND SUBCOMMITTEE REPORTS

The hearing that was scheduled for today for Mr. Orsini will not be heard.
Mr. Orsini's family has withdrawn their request.

Ms. Yelmini has volunteered to have her packet sent electronically from now on. If any other Commission members are willing to receive it the same way, please let us know.

We have had a couple of issues come up about Municipal re-employment. We will gather all the information and put it on the April agenda.

Following the close of the March 2011 Retirement payroll, the current backlog of unfinalized Retirement records is approximately 11, 015. The Division processed 117 new retirees to the payroll. 105 were normal, 12 were disabilities. Finalizations for the month were 125.

Pending Disability applications as of February 28, 2011 are as follows. There are 87 pending applications. 248 applications are waiting for further documentation and 126 applications are scheduled for upcoming MEB meetings. This gives us a total pending of 461 applications. For the month of January 2011 we received 19 new applications, 22 were placed on the agenda for the MEB and 11 applications were approved. The next available meeting for scheduling is November 2011.

Just a reminder, we are still short of physicians for the MEB. We are working to get more physicians on board.

RECEIVED FROM THE MUNICIPAL EMPLOYEES RETIREMENT SYSTEM. Mr. Luciano moved, seconded by Mr. Poulin to accept the recommendations of the Medical Examining Board from its meeting on February 18, 2011 relative to the applications for Disability Retirement received from the Municipal Employees
Retirement System. All voted in favor

15. REQUEST RECEIVED FROM THE FAMILY OF DECEASED RETIREE PAUL ORSINI THAT THE COMMISSION REVIEW AND RECONSIDER ITS OCTOBER 21, 2010 DENIAL OF THE REQUEST TO POSTHUMOUSLY CHANGE HIS JANUARY 1, 1988 RETIREMENT OPTION ELECTION

The family of Mr. Orsini has withdrawn their request for reconsideration from the Commission

ADDENDUM ITEM

REQUEST COMMISSION APPROVAL OF THE INVESTMENT SUBCOMMITTEE RECOMMENDATION AT ITS FEBRARY 16, 2011 MEETING TO ADD TWO MUTUAL FUNDS TO THE ALTERNATE RETIREMENT PROGRAM'S INVESTMENT MENU.
Mr. Luciano asked if there was a cap on the number of selections allowed in the plan, and how many options we had at this time. Ms. Haering provided the information that there is no cap, and we currently have 24 investment selections at this time. Mr. Luciano moved, seconded by Mr. Greatorex to approve the Investment Subcommittee recommendation to add two Mutual Funds to the Alternate Retirement Programs Investment Menu. All voted in favor

EXECUTIVE SESSION

On a motion from Mr. Casella, seconded by Mr. Baus the Retirement Commission went into EXECUTIVE SESSION at 9:20 AM for the purpose of discussion of the REQUEST COMMISSION REVIEW OF PROPOSAL TO OBTAIN OUTSIDE LEGAL COUNSEL. All voted in favor

On a motion from Mr. Luciano, seconded by Mr. Casella the Retirement Commission came out of EXECUTIVE SESSION at 10:05 AM

Mr. Luciano moved, seconded by Mr. Greatorex to table the motion to the next meeting of the Retirement Commission. All voted in favor

Mr. Baus moved, seconded by Mr. Luciano to adjourn the Commission Meeting at 10:15 AM. All voted in favor

The next meeting of the Connecticut State Employee Retirement Commission will be held on April 21, 2011 at 9:00 AM in the 7th Floor Treasury Conference room.
