CALL TO ORDER
The Chairman called the meeting to order at 9:14 A.M.

CHAIRMAN'S REPORT
The Chairman welcomed new Commission member Laila Mandour to the State Employees Retirement Commission and administered the oath of office.

DIVISION DIRECTOR'S ADMINISTRATIVE AND SUBCOMMITTEE REPORTS
We have not yet closed the retirement payroll for January 2013 however we have received in approximately 140 applications. Information will be provided at the February meeting on the details of the payroll and the back log of finalizations.

We have received 336 requests to transfer from the ARP to Hybrid.

At the present time, we are reviewing August 2012 cases. The next available meeting for scheduling is March 2013.

Copies of the statewide memorandum on the SEBAC 2011 Option to Retain Grandfathered Normal Retirement Date information will be distributed to all of the Retirement Commission Trustees with the form.

I would like to bring a matter regarding MERS to the Commission'S attention related to a pension revocation for Karen Guillet from the town of Oxford. As part of her sentence, Ms. Guillet was ordered to make restitution to the victim, the town of Oxford, in the amount of $243,902.18 to be paid in full prior to the completion of her probation term. Following Ms. Guillet'S sentence in the criminal proceeding, the Attorney General'S Office brought a civil suit to revoke her pension benefits pursuant to Section 1-110a and sought restitution to the town of Oxford. The parties entered into a Stipulation for Judgment, which was approved by the court on October 17, 2012 which effectively revoked Ms. Guillet'S pension and ordered that her pension contribution be applied to the restitution order entered in her criminal case. Therefore, Ms. Guillet'S contribution of $19,198.66 should be paid to the Town of Oxford which we are in the process of completing this transaction.

The Actuarial Subcommittee has requested that a telephone conference call of the full commission be scheduled in March 2013 prior to the regularly scheduled Retirement Commission meeting.

I have received a letter of retirement from Assistant Division Director, Jeanne Kopek for March 1st as well as the supervisor of the Miscellaneous Unit.

At 11:25 a.m. Mr. Luciano moved, seconded by Ms. Yelmini to come out of Executive Session. There were no motions made and nothing to report out.
