MINUTES OF SEPTEMBER 25, 2019 MEETING

The meeting began at 1:09 p.m.

The Subcommittee discussed the following claims that had been administratively denied by the Retirement Services Division (Division). All of the recommendations are unanimous unless noted accordingly.

Mark Amutice - Request received from Mark Amutice for a change in the effective date of his retirement application from September 1, 2019 to August 1, 2019.    

Action: Mr. Coffey moved, seconded by Mr. Chisem to recommend denial of the request by Mark Amutice to change his effective date of retirement from September 1, 2019 to August 1, 2019.

James Doughty- Request received on behalf of James Doughty for the Retirement Commission to direct that a posthumous disability retirement application be processed for review by the Medical Examining Board. This matter was tabled twice previously.

Action: Mr. Casella moved, seconded by Mr. Coffey to recommend denial of the request made on behalf of James Doughty that the Retirement Commission directs the processing of a posthumous disability retirement application.

Steve Gagne - Request received from Steve Gagne that he be allowed to abandon the payroll deduction purchase of his prior military service.

Action: Mr. Casella moved, seconded by Mr. Chisem to recommend denial of Steve Gagne�s request to abandon the payroll deduction purchase of his prior military service.

John Herrington, Division Director joined the meeting at approximately 1:30 p.m.

Carolyn Isaakson - Request received from Carolyn Isaakson that she be allowed to obtain retirement credit for her prior out-of-state service with the State of Virginia.

Action: Mr. Coffey moved, seconded by Mr. Casella to recommend denial of Carolyn Isaakson�s request to obtain retirement credit for her prior service with the State of Virginia.

Ms. Fae Brown-Brewton joined the meeting at approximately 1:43 p.m. 

Kim Parrot - Request received from Kim Parrot to retroactively adjust her date of retirement from the Town of Plymouth from April 30, 2018 to July 1, 2017.         

Action: Ms. Brown-Brewton moved, seconded by Mr. Casella to recommend denial of Kim Parrot�s request to retroactively adjust her date of retirement from the Town of Plymouth from April 30, 2018 to July 1, 2017.

Kathleen Robinson - Request received from Kathleen Robinson that the Retirement Commission directs the MEB to reconsider her non-service connected disability application that the Commission at its May 16, 2019 meeting had accepted the recommendation to discontinue.

Action: Ms. Brown-Brewton moved, seconded by Mr. Casella to recommend denial of Kathleen Robinson�s request for a reconsideration of her application for a non-service connected disability retirement.

Richard Stevens (Deceased) - Request received for a change in the income benefit payable to the surviving spouse from the pre-retirement death benefit to the one hundred percent to contingent annuitant benefit.

Action: Ms. Brown-Brewton moved, seconded by Mr. Chisem to recommend approval that the benefit payable to the surviving spouse should change from the pre-retirement death benefit to the one hundred percent contingent annuitant. Mr. Coffey voted against the motion. Majority decision.
