MEDICAL EXAMINING BOARD

A Meeting of the Medical Examining Board was held on Friday, May 18, 2018, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

PRESENT:

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

CALL TO ORDER

The Chairperson called meeting to order at 8:58 am.

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Rudich at 8:59 am. Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session. Colin Newman came into the meeting at 10:21 am. There was a brief break at 11:31 am until 11:41 am. Colin Newman left the meeting at 12:06 pm. Annette Sadlowski left the meeting at 12:37 pm. and returned at 12:39 pm.

1. Andrew Bate and Attorney Andrew Houlding appeared before the Board at 11:43 am. They made statements and then they were excused by the Board at 11:45 am.
2. Pamela Hickey appeared before the Board at 11:47 am. She made a statement, and was excused by the Board at 11:53 am.
3. Stephanie Gibson appeared before the Board at 11:56 am. She made a statement and was excused by the Board at 11:59 am.
4. John Kelly appeared before the Board at 12:01 pm. He made a statement and was excused by the Board at 12:05 pm.
5. Erica Lawson, on behalf of Sylvia Lawson, appeared before the Board at 12:08 pm. She made a statement and was excused by the Board at 12:09 pm.
6. Diane Pierce, Terrence Pierce and Attorney Justin Raymond appeared before the Board at 12:11 pm. Ms. Pierce and Attorney Raymond made statements, and then they were excused by the Board at 12:13 pm.
7. Jessica Rodriguez appeared before the Board at 12:14 pm. She made a statement and was excused by the Board at 12:18 pm.
8. Kiam Rosado appeared before the Board at 12:19 pm. He made a statement and was excused by the Board at 12:33 pm.
9. Paul Szemanczky appeared before the Board at 12:37 pm. He made a statement and was excused by the Board at 12:49 pm.
10. Wendy Villalobos and Marvin Villalobos appeared before the Board at 12:52 pm. They made a statement and then were excused by the Board at 12:56 pm.
11. Brian Walters appeared before the Board at 12:58 pm. He made a statement and was excused by the Board at 12:59 pm.
12. Quanica Willis appeared before the Board at 1:00 pm. She made a statement and was excused by the Board at 1:11 pm.
13. Quanica Willis reappeared before the Board at 1:21 pm. She made a statement and was excused by the Board at 1:23 pm.
14. Karen Borg appeared before the Board at 1:26 pm. She made a statement and was excused by the Board at 1:41 pm.

Dr. Lieders motioned to come out of Executive Session, seconded by Dr. Rudich at 1:42 p.m.

Dr. Leiders moved, seconded by Dr. Rudich, to approve Andrew Bate?s entitlement to Non-Service Connected Retirement. Motion approved unanimously.

HEIDI BISHOP         D- 12414         SERVICE-CONNECTED
Dr. Rudich moved, seconded by Dr. Blum, to approve Heidi Bishop?s entitlement to Service-Connected Retirement. Motion approved by majority decision. Dr. Lieders abstains.

KAREN BORG         D- 12449         SERVICE-CONNECTED
Dr. Leiders moved, seconded by Dr. Rudich, to deny Karen Borg?s entitlement to Service-Connected Retirement, however, would look favorable upon non-service connected. Motion approved unanimously.

Dr. Leiders moved, seconded by Dr. Rudich, to approve Nina Brown?s entitlement to Non-Service Connected Retirement. Motion approved unanimously.

Dr. Leiders moved, seconded by Dr. Rudich, to deny Darlene Cofield?s entitlement to Service-Connected Retirement, however, would look favorable upon non-service connected. Motion approved unanimously.

Dr. Leiders moved, seconded by Dr. Rudich, to approve Barbara Flanagan?s entitlement to Service-Connected Retirement. Motion approved unanimously.
