A Meeting of the Medical Examining Board was held on Friday, March 6, 2020, at the Office of the State Comptroller, 55 Farmington Avenue, Room 1008, Hartford, Connecticut, 06105.

PRESENT:

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

CALL TO ORDER

The Chairperson called meeting to order at 9:03 am.
Dr. Rudich motioned to amend agenda and seconded by Dr. Dargan to:
Remove Ralph Nocera at 9:03 am.

Dr. Rudich motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Shore at 9:04 am. Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session. Colin Newman left the meeting at 10:33 am and returned at 10:41 am. There was a brief break at 11:05 am. until 11:11 am.

Giovanni Cardona and Attorney Russell Zimberlin appeared before the Board at 11:13 am. They made statements, and then they were excused by the Board at 11:20 am.
Carl Dickey appeared before the Board at 11:23 am. He made a statement and then was excused by the Board at 11:25 am.
Cecilia Ezete and Attorney Russell Zimberlin appeared before the Board at 11:28 am. They made statements and then they were excused by the Board at 11:31 am.
Wanda Orengo appeared before the Board at 11:33 am. She made a statement and then was excused by the Board at 11:41 am.
Justin Pizzonia and Attorney Russell Zimberlin appeared before the Board at 11:44 am. They made statements and then they were excused by the Board at 11:56 am.
Elizabeth Santiago appeared before the Board at 11:59 am. She made a statement and then was excused by the Board at 12:06 pm.
Irma Steeves and her husband, James Steeves appeared before the Board at 12:16 pm. They made statements and then they were excused by the Board at 12:21 pm.
Jerimy West appeared before the Board at 12:23 pm. He made a statement and then was excused by the Board at 12:29 pm.

Dr. Rudich motioned to come out of Executive Session, seconded by Dr. Shore at 12:34 pm.

Dr. Rudich moved, seconded by Dr. Dargan, to table Laurie Bleau's entitlement to Service-Connected Retirement. Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Dargan, to deny Giovanni Cardona's entitlement to Service-Connected Retirement. Motion approved unanimously.

Dr. Rudich again moved, and again seconded by Dr. Shore to approve Michael Talaga's entitlement to Non-Service Connected Retirement. Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Dargan, to deny Jerimy West's entitlement to Service-Connected Retirement. Motion approved unanimously.

DWAYNE YON MD- 1505 NON-SERVICE CONNECTED
Dr. Rudich moved, seconded by Dr. Dargan, to deny Dwayne Yon's entitlement to Non-Service Connected Retirement. Motion approved unanimously.
