MEDICAL EXAMINING BOARD
FRIDAY, January 26, 2018

A Meeting of the Medical Examining Board was held on Friday, January 26, 2018, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

CALL TO ORDER

The Chairperson called meeting to order at 9:00 am.

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Rudich at 9:01 am. Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session. There was a brief break at 11:20 am until 11:27 am.

1. Marisol Ayala appeared before the Board at 11:28 am. She made a statement and was excused by the Board at 11:33 am.
2. Jeffrey Burns and Attorney Jeremy Brown appeared before the Board at 11:36 am. Mr. Burns made a statement, and then they were excused by the Board at 11:38 am.
3. Leslie Cavanagh, James Cavanagh and Attorney Winona Zimberlin appeared before the Board at 11:40 am. Attorney Zimberlin made a statement and then they were excused by the Board at 11:46 am.
4. Jeffrey Cyr and Attorney David Rintoul appeared before the Board at 11:48 am. Attorney Rintoul made a statement and then they were excused by the Board at 11:51 am.
5. Melvenie Ellington and Attorney Colleen Casini appeared before the Board at 11:54 am. They made statements and then they were excused by the Board at 11:57 am.
6. William Kenney appeared before the Board at 11:58 am. He made a statement and was excused by the Board at 12:09 pm.
7. Barbara Middleton and Attorney Ralph Wilson appeared before the Board at 12:12 pm. Ms. Middleton made a statement and then they were excused by the Board at 12:15 pm.
8. Robyn Redwine and Attorney Colleen Casini appeared before the Board at 12:16 pm. They made statements and then they were excused by the Board at 12:23 pm.
9. Steven Reed, Joan Bulley, and Attorney Winona Zimberlin appeared before the Board at 12:24 pm. Attorney Zimberlin made a statement and then they were excused by the Board at 12:29 pm.
10. Cynthia Roldan-Hernandez and Dominic Hernandez appeared before the Board at 12:33 pm. Ms. Roldan-Hernandez made a statement and then they were excused by the Board at 12:48 pm.
11. Michelle Ruzza and Attorney Colleen Casini appeared before the Board at 12:54 pm. Attorney Casini made a statement and then they were excused by the Board at 12:58 pm.
12. Rochelle Torres-Wyler and Attorney Jeffrey Ment appeared before the Board at 1:00 pm. Attorney Ment made a statement and then they were excused by the Board at 1:02 pm.

Dr. Lieders motioned to come out of Executive Session, seconded by Dr. Rudich 1:05 p.m.

Dr. Lieders moved, seconded by Dr. Rudich, to stand by the Board?s previous decision to deny Michelle Ruzza?s entitlement to Service-Connected Retirement, however, the Board would look favorable upon a non-service connected disability retirement. Motion approved unanimously.

ROCHELLE TORRES-WYLER         D- 12253         SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Rudich, to deny Rochelle Torres-Wyler?s entitlement to Service-Connected Retirement however, the Board would look favorable upon a non-service connected disability retirement. Motion approved unanimously.

JANETTE TULLOCH         D- 12188         SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Rudich, to table Janette Tulloch?s entitlement to Service-Connected Retirement. Motion approved unanimously.
