Subject: Administrative & Residual (P-5) Seventh Step Bonus

I. AUTHORITY

In accordance with the stipulated agreement resolving the pending grievance/arbitration on the maximum seventh step bonus payment.
 
During wage reopener negotiation with the Administrative and Residual Employees Union in April 1997, the Seventh Step Bonus Chart was increased. The effective dates for the increases were July 1, 1997 and July 1, 1998. The $35.00 increase effective July 1, 1997 was never in dispute; however, the July 1, 1998 increase was in dispute. The State made a $5.00 adjustment to the Seventh Step Bonus Chart and payments were made in October 1998 and April 1999.

II. PAYROLL PROVISIONS

P-5 employees who were entitled to, and did receive, a Seventh Step Bonus in the payroll period including October 1, 1998 or the payroll period including April 1, 1999 were improperly compensated. Effective immediately, these employees are entitled to receive an additional $35.00.

III. PAYROLL PROCEDURES

The bonus payment should be entered by the appropriate agencies effective with the pay period October 22, 1999 through November 4, 1999 (check date November 19, 1999) using D/OE Code 18 and Major-Minor 01-010. The agency payroll staff must review the Employee's Masterfile to ensure an employee's eligibility for the lump sum.
