TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Public Act 99-155: An Act Concerning Electronic Records and Signatures

I. AUTHORITY

Public Act 99-155 allows state agencies to maintain governmental records in the form of an electronic record, and also allows such records to be signed with an electronic signature.

II. COMPTROLLER'S POLICY

Notwithstanding these provisions of Public Act 99-155, the Office of the State Comptroller will not accept electronic signatures on any official documentation agencies are required to submit to the Comptroller's Office at this time. We will notify agencies when we have developed the technological capacity and are prepared to accept electronic forms and signatures.
