A Reopener Settlement between the State of Connecticut and the Connecticut State Police Collective Bargaining Unit (NP-1) for the Contract Period July 1995 through June 1999

  1. AUTHORITY

    An agreement reached between the State of Connecticut and the Connecticut State Police Union (NP-1) from the reopener provision contained in Article 38 of the 1995-1999 State Police Agreement pertaining to Article 19, Section 10, the at-home care of department canines.

  2. AGREEMENT

    Article 19, Section Ten (a) of the Connecticut State Police Union (NP-1), Collective Bargaining Agreement is modified as follows:

    1. Dog handlers will receive a monthly stipend of $100.00. (Unchanged)
    2. (NEW) Canine care and training which is not accomplished during on-duty hours will be governed by the following:
      1. Employees assigned as handlers of patrol dogs will be allowed one (1) hour per day to attend to the needs of the dog.
      2. Employees assigned as handlers of food reward dogs will be allowed one and one-half (1.5) hours per day to attend to the needs of the dog.
      3. Any employee assigned as a handler of more than one (1) dog will be allowed an additional one-half (.5) hour per day, per additional dog, to attend to the needs of the dog.
    3. At home canine care and training on off-duty days will be governed by number 2 above.
      1. Effective with the pay period which includes June 1, 1998, the hourly rate for at-home canine care and training will be $7.50.
      2. Effective with the pay period which includes June 30, 1999, the hourly rate will be $9.00.
      3. The hourly rate after June 30, 1999 will be increased by the same percentage of any general wage increase and have the same effective date.
  3. PAYMENT SCHEDULE

    After June 30, 1999, the hourly rate will be increased by the same percentage as any general wage increase and have the same effective date as the general wage increase.

      The agency must identify the eligible employee, and calculate the hours owed. See Section II of this memorandum for details.

  5. GENERAL

    The additional wages for dog handlers are subject to both Federal Withholding and State Income Tax annualized, FICA, and retirement contributions. Also, if applicable, wage garnishments.
