Subject: Contract Extension Agreement for Education Administrators (P-3A)
  1. AUTHORITY

    Effective July 1, 1997, approval was granted for an extension of the Agreement between the State of Connecticut and the Connecticut State Employees Association for the P-3A Education Administrators Bargaining Unit.

  2. EXTENDED PROVISIONS
    1. P-3A Education Administrators Bargaining Unit contract expired on June 30, 1997. All provisions except those provisions containing specific expiration language and except the following provisions are extended on an interim basis:
      Article 27.1 Compensation
      Article 27.2 Compensation - Annual Increments
    2. Tuition, BESB conference, merit evaluation and union business leave will continue for 1997-98 at the same rates established for the 1996-97 contract year. There will be no retroactive decrease or increase of these items for the 1997-98 contract year.

    The following funds are continued for 1997-98:

    1. Tuition Reimbursement (Article 17, Section 5):
      Allocation
      1997-98 $ 20,000
    2. BESB Conference Fund (Article 17, Section 8):
      1997-98 $ 5,000
    3. Merit Evaluation Program (Article 11, Section 5):
      Pay Period Check Date
      1997-98 5/22/98 - 6/4/98 6/19/98
  3. PAYROLL PROCEDURES - Merit Evaluation Program

    Lump sum payments are subject to mandatory deductions; i.e., Federal withholding tax and state income tax annualized, social security tax and retirement contributions, and (if applicable) garnishments. These payments on the bi-weekly payroll will be separately identified as:

    D/OE
    Merit Evaluation Payout 18 "Merit Bonus"
    1. On-Line: Screen 381-382; R1; Amount; D/OE code as listed above.
    2. Remote Job Entry: ZT transaction; Same as above.
  4. GENERAL

    This interim contract extension agreement is effective July 1, 1997 and will continue until a new contract is approved by the General Assembly. In no event will this agreement continue beyond June 30, 1998. Please share this information with affected satellite divisions of your Department. This is the only memo for the extended contract. Retain this memo for future payroll implementation dates.
