TO THE HEADS OF ALL STATE AGENCIES

ATTENTION: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
SUBJECT: Wage Reopener to the 1994-1999 contract of the Protective Services Employees Coalition (NP-5) Collective Bargaining Unit
  1. AUTHORITY

    The Memorandum of Understanding (MOU) between the State of Connecticut and the Protective Services Employees' Coalition was submitted to the General Assembly on February 24, 1998 and became effective on March 24, 1998. The MOU provided for a wage reopener.

    ARTICLE 20, SECTION ONE

    The State and the Union have amended the collective bargaining agreement between the parties to provide a general wage increase of 1.5%, effective January 1, 1999.

  2. SCHEDULED PAYMENT DATE

    General Wage Increase:

    Salary Increase Pay Period Check Date
    1.5% of Base Salary 01/01/99-01/14/99 01/29/99
  3. PAYROLL PROCEDURES

    Implementation of General Wage Increase

    1. Agencies with Automated Personnel System (APS) Interface

      New pay plans will be implemented centrally with the new hourly rate and bi-weekly salary effective with the pay period January 1, 1999 through January 14, 1999 (check date January 29, 1999) at the proper time.

      Agency payroll staff must ensure that the employee's master file (rate of pay and salary amounts) is properly coded. APS will provide employee's new hourly rate and salary.

    2. All Other Agencies

      For the pay period January 1, 1999 through January 14, 1999 (check date January 29, 1999) the salary and hourly rate must be manually entered on screen 160 at the proper time. Change a normal salary and hourly rate to the salary and hourly rate from the new pay plan issued by the Department of Administrative Services.

      Entering New Salary Amounts on Bi-Weekly Payroll

      1. On-line: Screen 160; Change hourly rate and salary.
      2. Remote Job Entry: RA/NA transaction; same as above.
