MEMORANDUM NO. 97 - 40

TO THE HEADS OF ALL STATE AGENCIES

ATTENTION: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
SUBJECT: Pay Increases for the Executive Branch Management Employees And Other Employees Assigned To Management Pay Schedules
  1. AUTHORITY

    In accordance with Connecticut General Statutes 4-40 and 5-208(a), the Commissioner of Administrative Services (DAS) with the approval of the Secretary of the Office of Policy and Management has authorized pay increases for managers and confidential employees assigned to the managerial pay plan. The Governor or Lt. Governor may exclude members of their staff if they choose.

  2. INCREASE IN COMPENSATION FOR MANAGEMENT EMPLOYEES AND OTHER EMPLOYEES ASSIGNED TO MANAGEMENT PAY PLANS

    Effective July 4, 1997 there will be a three percent (3%) general wage increase for managers and confidential employees excluded from bargaining effective with the pay period July 4 to July 17, 1997 (check date August 1, 1997).

    Effective July 3, 1998 there will be an additional three percent (3%) general wage increase for managers and confidential employees excluded from bargaining effective with the pay period July 3 to July 16, 1998 (check date July 31,1998).

    Managerial or confidential exclusions who would otherwise be assigned to the NP-1 State Police bargaining unit are not eligible for the wage increases.

    Employees in classes designated as variable rate who use the management pay schedules or management longevity schedules are eligible for the three percent (3%) increases.

    Employee s designated as confidential exclusions who are in the job classification of Executive Secretary (Unclassified) are eligible for the three percent (3%) increases. Employees in the class of Executive Office Administrative Aide may only receive the three percent (3%) increases given on July 4, 1997 or July 3, 1998 at the discretion of their agency head.

  3. INCREASE IN COMPENSATION FOR CONFIDENTIAL EMPLOYEES NOT ASSIGNED TO MANAGEMENT PAY SCHEDULES

    Exec utive branch employees who have been designated as confidential exclusions and are not assigned to management pay schedules and who would otherwise be in either the NP-2 Maintenance and Service, the NP-3 Administrative Clerical, the P-1 Professional Health Care, the P-2 Social and Human Services, the P-4 Engineering, Science & Related or the P-5 Administrative & Residual bargaining unit are eligible for the three percent (3%) wage increase on July 4, 1997 and three percent (3%) on July 3, 1998.

  4. LONGEVITY SCHEDULES AND OVERTIME

    The management longevity schedules for the MP and MD pay schedules have also been increased in accordance with these pay increases. Effective July 4, 1997 and July 3, 1998 a three percent (3%) increase to the overtime cap limit has been applied to the base annual salary for managerial and confidential employees.

  5. HOURS OF WORK

    Effective July 1, 1997, the work day increases to seven and three quarter hours for managerial and confidential employees. Please refer to Comptroller's Memorandum 95-45, dated June 30, 1995, for additional information concerning the revised workweek.

  6. PAYROLL PROCEDURES

    The July 4, 1997 and the July 3, 1998 three percent (3%) general wage increases must be manually updated at the proper time as follows. Please refer to the Department of Administrative Services Management and Confidential Pay Plans Memorandum 97026 and Confidential Exclusion Pay Plans Memorandum 97027 for instructions on calculating the new salary amount.
