MEMORANDUM NO. 96-13a

TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business
Managers, and Payroll and Personnel Officers
Subject: Correction to Memorandum 96-13, for the payment of Vehicle Usage Fees, Equipment and Clothing, and to correct the language for Recruitment and Retention Stipends, for the P-4 bargaining unit.

 

  1. AUTHORITY

    The collective bargaining agreement between the State of Connecticut and the Engineering and Scientific (P-4) bargaining unit, for the period July 1, 1994 through June 30, 1997.

  2. ARTICLE 21 - TRAVEL

    Memorandum 96-13, Section III stated: "Employees using personal vehicles will be paid $3.50 per day vehicle use fees."

    The sentence should have stated: "Employees using personal vehicles on State business will be paid $4.25 per day vehicle use fees." This provision has not changed from the prior contract.

  3. ARTICLE 35 - EQUIPMENT & CLOTHING

    Employees hired after October 1 but before April 1 of any contract year will also receive this allowance. It will be paid on or about April 1 of each contract year.

    See payroll instructions outlined in Memorandum 96-13.

     

  4. SIDE LETTER: STIPENDS

    Memorandum 96-13 , Section VI stated: "Recruitment and retention stipends paid to current employees in lieu of General Wage Increases (GWI) are discontinued effective March 29, 1996. Do not pay these bonuses effective with the pay period beginning March 29, 1996."

    The section should have stated: "This side letter establishes mechanism for phase out of stipends paid in lieu of General Wage Increases (GWI) to current employees. The affected employees have the following options."

     

    1. Current employees receiving stipend payments will have the payments reduced or "offset" by any negotiated general wage increases. When the employee's salary plus general wage increase is equal to his/her salary plus stipend the employee will again be eligible for any general wage increase that applies to the bargaining unit as a whole.

    2. At the option of the employee he/she may elect to surrender receipt of the Stipend payment. If this option is elected the employee will be eligible for receipt of any wage adjustments negotiated in the traditional manner.
