MEMORANDUM NO. 95 - 5

TO THE HEADS OF ALL STATE AGENCIES

Attention:Chief Administrative and Fiscal Officers, Business
Managers, Payroll and Personnel Officers
Subject: Salary Increases and Certain Other Changes in
Compensation, P-1 and NP-6 Health Care Bargaining Unit
Employees July 1, 1993 through June 30, 1997.
  1. AUTHORITY

    The recently approved agreement between the State of Connecticut and the subject Professional and Paraprofessional Health Care bargaining units includes provisions for the following general wage increases as well as other increases in compensation.

    A.

General Wage Increases Effective Date
3.0% of Base SalaryJuly 1, 1995
3.0% of Base SalaryJuly 1, 1996
A separate memorandum on payroll procedures to effect these increases will be issued.
  1. Annual Increments

    There shall be Annual Increment entitlement in either January or
    July of each year of the agreement.

    The State will be paying the Annual Increments that are past due on check date February 17, 1995 retroactively, for those employees who were entitled to annual increases on July 1, 1994 and January 1, 1995. The effective date of these step increases shall be June 24, 1994 and December 23, 1994 respectively.

  2. Increases in Other Compensation

    Other agreed upon compensation provisions include, but are not limited to, the following items. Payroll staff should contact their Agency Personnel Officer to determine the possibility of other increases and the specific eligibility requirements. Unless otherwise designated, the effective date is July 1, 1993.

    1. In Charge Pay {Article 9.6(d)}

      For those eligible, effective July 1, 1995, the amount shall be increased to $10.00 for each full shift worked in the capacity of "In Charge" in either the NP-6 or P-1 bargaining unit.

    2. Standby Pay {Article 9.8(b)}

      Staff other than Physicians who are assigned to be readily available to return to work or perform other work as required by the agency's standby program shall be paid, for such stand by assignment, according to the following schedule: Effective July 1, 1994

    a.16 hour shift, beginning on day other than holiday or$20.00
    Saturday / Sunday
    b. 24 hour shift, beginning on Saturday or Sunday $30.00
    c.24 hour shift, beginning on State-observed $30.00
    holiday other than (d) below
    d. 24 hour shift, beginning on January 1, Memorial Day, $60.00
    July 4, Labor Day, Thanksgiving or December 25
    1. Night Duty Payment for Physicians in Certain
      Departments (Article 9.10)

      Effective July 1, 1994, Physicians payment for night duty is as follows:

    1. Shift and Weekend Differentials (Article 19.4.2)

      Effective July 1, 1994, employees in the State Health Department Laboratory in the classifications of Chemist 2, Principal Chemist and Supervisory Chemist are eligible for Shift and Weekend Differential.

  3. SCHEDULED PAYMENT DATES
    1. Bi-Weekly Salary Payments

      Effective July 1, 1995:

    These increases will be made splitting the pay period. Payroll instructions concerning this split will follow.
    1. Retroactive Lump Sum Payments

      Include in the check dated February 17, 1995 (pay period January 20, 1995 through February 2, 1995) retroactive payments due as set forth in Section I - B&C of this memorandum.

  4. PAYROLL PROCEDURES

    1. Entering New Salary Amounts on Bi-Weekly Payroll

      1. Forms: Form 1001; Change Rate and Salary.

      2. On-Line: Screen 160; Same as above.

      3. Remote Job Entry: RA/NA Transaction; Same as above.

    2. Payment of Retroactive Salary Increases

      1. Forms: Form 1004; R1; Amount; DOE Code 10.

      2. On-Line: Screen 381-382; Same as above.

      3. Remote Job Entry: ZT Transaction; Same as above.

  5. GENERAL

    The Office of the State Comptroller will issue a separate memorandum pertaining to certain other lump sum payments such as Annual Bonuses and Stipends, etc. Revised salary schedules will be distributed by the DAS-Personnel and Labor Relations Division.
