Project Description:
These funds are requested, along with those under Item 18, to finance costs associated with the
development and implementation of information technology enhancements for various state agencies,
as approved by the Information Technology Strategy and Investment Committee, including, but not
limited to, the projects described below:
Department of Children and Family Services – Child Welfare Information System – Replacing current
system, which has reached the end of its serviceable life, with a more modern solution. Office of
the State Comptroller – CT Core Cloud Migration – Next phase of migrating the Core accounting
system to the Oracle cloud. The migration will enable the state to get out of the hardware
replacement cycle, improving security, system performance, and uptime.
Office of the State Comptroller – CT Core Teachers Retirement System – Continuing to upgrade the
Pensions Gold system to Core’s Pension module. Current Pension Gold system is outdated and
unstable.
Department of Administrative Services – Business One Stop Phase 2 – Digital Phase 2 funding is
dedicated to advancing the Governor's vision of a fully digital government.
Department of Administrative Services – Cyber Security Initiatives – Improving the State cyber
security posture, implement monitoring tools to identify and correct vulnerabilities, and improving
the State’s overall response and preparedness to security-related events.
Department of Energy and Environmental Protection – Sites Case Management System – Consolidate
project management and data tracking to aid in the discovery and remediation of contaminated and
potentially contaminated sites.
Dept of Mental Health and Addiction Services – Electronic Health Records – Upgrading the current
paper-based medical records system with a fully integrated electronic health record (EHR) system.
Department of Social Services – Medicaid Enterprise Technology System (METS) – A new system to meet
critical federal and state timelines for a Medicaid Information Technology Architecture (MITA)
compliant MMIS, Decision Support system and Fiscal Agent Operations.

These funds are requested to finance grants-in-aid to municipalities for renovations, expansion, and equipment for solid waste facilities across the state.
