HEALTHCARE COST CONTAINMENT COMMITTEE MINUTES
July 15, 2019  

     

Meeting Called to Order by Tom Woodruff 

 

Financials - Surpluses were reported for both the active employee and retiree healthcare appropriation balances.

Partnership - Staff reported that as of July 1st, 2019, Partnership 1.0 has 5 remaining groups totaling approximately 2,100 employees or 3,200 members. Partnership 2.0 has 120 groups totaling approximately 22,500 employees and over 55,500 members. There are two small groups confirmed to join for September 1st 2019.

A question was raised regarding the difference between the Healthcare Cost Containment Committee�s Public Meeting and the �Executive Session�. Dan Livingston explained that during the second meeting, it is not an �Executive Session� but rather a labor management negotiation meeting. Dan also mentioned that these meetings have resulted in savings of hundreds of millions of dollars for the state over the past few years. Greg Messner from OPM agreed with Dan Livingston�s characterization of the meeting as labor management negotiations.

Dr. Woodruff informed the committee that there was an RFP in process for a Center of Excellence vendor as well as one for Smart Shopper. RFP committee meetings will be scheduled to review responses. Staff reported that there were very minimal changes from this year�s Open Enrollment Period. There were only a few slight changes in enrollment on the medical side. On the dental side, the plan saw a slight shift towards the Enhanced Plan.
