HEALTHCARE COST CONTAINMENT COMMITTEE MINUTES
July 11, 2016

Meeting Called to Order by Tom Woodruff

Financials and Dashboard - Staff reported that the latest OPEB report is expected next month.

Year-end report shows the active population account ending with a positive balance while the retiree healthcare account balance ended with a negative balance due to increased pharmacy costs as well as an unanticipated increase in retiree population.

Open Enrollment - Staff reported minor changes for the open enrollment period beginning July 1, 2016; on the active side there were 1,500 medical plan updates, 2,200 dental updates (moved into the enhanced plan), and 100 changes between medical carriers.

The Comptroller's smoking cessation campaign, "Kick Ash" will be targeting 4,000 Anthem households through a mailing this week.

Special Open Enrollment of 6,000 members for the October 1, 2016 is expected to take place in August.

Partnership - Staff reported that 19 new groups have joined the CT Partnership Plan 2.0 for July 1, 2016 with another group of 4 towns expected to join August 1, 2016 and 3 for September 1, 2016. To date there are currently 33 groups in 2.0 consisting of 4,000 employees and 9,500 members.
