HEALTHCARE COST CONTAINMENT COMMITTEE MINUTES
April 9, 2018

Meeting Called to Order by Tom Woodruff

Financials - Healthcare Appropriation Budget review shows the active population general fund appropriation budget closing with a surplus, while the retiree health general fund appropriation balance will break even.

Partnership - Staff reported as of April 1st, 2018; Partnership 1.0 has a total of 2,500 employees/3,700 members, and Partnership 2.0 has a total of 70 groups with a combined 12,000 employees/28,000 members. Staff anticipates a number of groups will be joining the plan on July 1, 2018.

DOT Pre-Diabetes Pilot - Staff reported that an estimated 33% of the 1,300 DOT employees are pre-diabetic. This program is intended to delay and/or prevent the onset of Type II Diabetes through education, creating awareness, and providing resources.

Within the next few months, at DOT garages throughout the state, meetings will begin with union stewards as well as employees to introduce and explain the program.The purpose of this program is to have a positive impact on health and well-being while reducing overall medical costs. Staff reported that results are expected to be favorable as the employees have shown an interest in the program.
