INTERDEPARTMENTAL MEMORANDUM

April 30, 2014

To: The Honorable Dora B. Schriro, Commissioner
Department of Emergency Services and Public Protection
1111 Country Club Road
Middletown, Connecticut 06457
Subject: Connecticut State Employees Association State Police Lieutenants and Captains (NP-9) Dues/Fees

I. AUTHORITY

In accordance with the request of the Connecticut State Employees Association, SEIU Local 2001, the following dues/fees increase will be implemented for the NP-9 bargaining unit effective with the pay period April 18, 2014 through May 1, 2014 (check date May 16, 2014).

II. CALCULATION METHOD

The maximum dues deduction for union members of the NP-9 bargaining unit will be increased from $34.00 to $36.00 effective with the above-noted pay period.

Union dues and agency fees for all state employee bargaining units represented by CSEA SEIU Local 2001 are a percentage of base pay (overtime excluded and premium pay excluded) with a biweekly minimum and biweekly maximum as follows:

Bargaining Unit Deduction Code
NP-9 UDNP9

% of base pay as dues minimum biweekly dues/fees maximum biweekly dues/fees
1.00% $24.00 $36.00

Example 1: State employee earns a base annual salary of $60,000. One percent (1%) of $60,000 is $600 annually. $600 divided by 26 pay periods is $23.08. In this case, since $23.08 biweekly is below the minimum, this employee would pay the minimum $24.00 dues biweekly.

Example 2: State employee earns a base annual salary of $75,000. One percent (1%) of $75,000 is $750 annually. $750 divided by 26 pay periods is $28.85. In this case, the employee would pay $28.85, which is one percent (1%) of their biweekly base earnings. By this methodology, employees would pay one percent (1%) of earnings between $24.00 and $36.00.

Example 3: State employee earns a base annual salary of $95,000. One percent (1%) of $95,000 is $950 annually. $950 divided by 26 pay periods is $36.54. In this case, since $36.54 is above the maximum, this employee would pay the maximum $36.00 dues biweekly.

This increase will not be added to non-member agency feepayers with the following deduction code:

Bargaining Unit Deduction Code
NP-9 UFNP9

Non-member agency feepayers will continue to have a maximum deduction of $34.00 biweekly as follows:

% of base pay as dues minimum biweekly dues/fees maximum biweekly dues/fees
1.00% $24.00 $34.00

Core-CT has made the necessary changes for the check date referenced in Section I.
