TO THE HEADS OF ALL STATE AGENCIES

Attention:   Chief Administrative Officers, Chief Fiscal Officers, and Business Managers
Subject:   Journal Vouchers

I. PURPOSE

The purpose of this memo is to advise all State agencies that the instructions in the FISCAL YEAR END 2006 memorandum are being modified as follows:

  1. Agencies will continue creating Journal Vouchers (JV) to correct coding on vouchers.
  2. JVs will not include cash lines.
  3. OSC will create and post the cash entries on a monthly basis.
  4. JVs must not be used to correct revenue coding.

II. PROCEDURES

The agencies are hereby instructed to continue using the AP Journal Voucher to correct coding used on another voucher. The JVs should redistribute the expenditure coding from one voucher to a new expenditure coding string. Cash lines should not be included; OSC will create a journal on a monthly basis to record all of the cash entries. These changes are being announced in light of what may occur with the 8.9 software upgrade, which was not known in the spring when the year end instructions were written.

Agencies should use the Spreadsheet Journal (SSJ) to reclassify moneys recorded in the AR module. Agencies are reminded that cash entries will continue to be required on SSJs and online Journals when more than a single fund-SID combination is used.
