ATTENTION: Personnel and Payroll Officers, Chief Administrative and Fiscal Officers, Business Managers
SUBJECT: Schedule of Self-Administered Health Insurance Billing
Calendar Year 2003 - Update and Supplement

The attached, updated health insurance schedules complete the health insurance billing calendar initially issued in Comptroller's Memorandum No. 2002-39, dated November 25, 2002. All reporting to vendors, including payroll maintenance, must be performed in accordance with the deadlines in the schedules, except as noted.

The schedules have been modified to reflect changes necessitated by the implementation of CORE-CT Benefits Administration on July 1, 2003. As a function of these changes, which include a shift from pre-payment to concurrent payment of health insurance premiums, there will be no regularly scheduled employer or employee premium deductions for the bi-weekly pay period ending June 12, 2003 (check date: June 27, 2003). A paycheck "stuffer" will accompany June 27, 2003 paychecks to inform employees of this pre-payment to concurrent payment switch and explain the resultant absence of premium share deductions. 

For the semi-monthly payroll there will be no regularly scheduled employer or employee premium deductions for the pay period ending June 15, 2003 (check date: June 13, 2003). For affected agencies, further instructions will be forthcoming. 

Please note that two schedules are attached. Schedule A covers payroll maintenance for current employee health insurance; Schedule B applies only to new employees, indicating the initial month of coverage and the first payroll deduction based upon the month in which employment commences.
