TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Protective Services (NP-5) EMT Skill Premium Payment

 I. PURPOSE

The purpose of this memorandum is to advise agencies on the payment of the skill premium for Emergency Medical Technician (EMT) certification to eligible employees in the NP-5 bargaining unit.

II. AUTHORITY

Article 20, Section 13 of the Protective Services Employees contract and the Stipulated Agreement between the State of Connecticut and the Protective Services Employees Coalition dated June 2002.

III. SKILL PREMIUM FOR EMT CERTIFICATION

Beginning June 2003, the skill premium referenced in Article 20, Section 13 of the NP-5 contract for each employee certified as an EMT-B or EMT-I will be paid annually in one lump sum payment to each eligible employee in October for the duration of the contract. The payment is in recognition of a certification received or maintained in the contract year of the month of payment. Payment on October 1, 2003 will be in recognition of certification received or maintained between July 1, 2003 and June 30, 2004. Any agencies presently paying employees certified as an EMT-B or EMT-I on an annual basis consistent with the guidelines noted above should continue to do so for the duration of the contract.
The skill premium for employees certified as an EMT-P will continue to be paid in quarterly installments as referenced in Article 20, Section 13(c).
