TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Pay Increases for the Executive Branch Employees Excluded from Collective Bargaining
  1. AUTHORITY

In accordance with Connecticut General Statutes 4-40 and 5-208(a), the Deputy Commissioner of the Department of Administrative Services (DAS) with the approval of the Secretary of the Office of Policy and Management, has authorized pay increases for executive branch managerial and confidential employees excluded from collective bargaining.

  1. INCREASE IN COMPENSATION FOR MANAGEMENT AND CONFIDENTIAL EMPLOYEES
Effective June 29, 2001 there will be a three percent (3%) general wage increase for managers and confidential employees excluded from collective bargaining.
 
This includes management employees assigned to the MP or MD pay plans, confidential employees assigned to management pay schedules or confidential step plans, Division of Criminal Justice managers and confidentials and Leadership Apprentices.
 
Employees designated as confidential exclusions who are in the job classification of Executive Secretary (Unclassified) are eligible for the three percent (3%) increases.
 
Executive branch managerial employees assigned to the classification of Associate Attorneys General are eligible for the three percent (3%) increases.
 
This does not provide any base annual salary increases for Durational Project Managers, Customer Service Program Developers, Executive Assistants, Executive Office Administrative Aides, and Gubernatorial appointees in the classes of PUC Chairperson, PUC Vice Chairperson, PUC Commissioners, Consumer Counsel, Chief State's Attorney, Deputy Chief State's Attorneys, State's Attorneys, all employees on the Executive Pay Plan and any other gubernatorial appointees not specified by statute.
 
This also does not apply to unclassified employees of any of the boards of trustees of the constituent units of higher education, or unclassified employees not assigned to the MP or MD Pay Plan.
  1. LONGEVITY SCHEDULES AND OVERTIME
The management and executive longevity pay schedules for the MP and MD have been increased in accordance with these pay increases. Effective June 29, 2001 a three percent (3%) increase to the overtime cap limit has been applied to the base annual salary (up to and including $50,843) for managerial and confidential employees.
  1. ANNUAL INCREMENTS AND LUMP SUMS FOR CONFIDENTIAL EXCLUSIONS
Annual increments must be paid effective the first day of the pay period that includes the employee's anniversary date to eligible executive branch employees designated as confidential exclusions from collective bargaining including confidential employees of the Division of Criminal Justice who are assigned to salary schedules that contain steps.
 
Confidential employees with satisfactory performance who are excluded from the NP-3 bargaining unit (employees assigned to the CA pay schedule) will receive a lump sum payment of $500 when their annual increment would have been applied. This item does not pertain to the unclassified employees of any of the boards of trustees of higher education.
  1. PAYROLL PROCEDURES
Agency staff must ensure that the employee's masterfile data (Pay Plan, Salary Group and Step, Hourly Rate and Bi-weekly Salary) are correctly coded.
 
A. Payment of Retroactive General Wage Increases, Retroactive Annual Increments, and Retroactive Lump Sums
 
For the period June 29, 2001 through July 26, 2001, agency staff must calculate and process the retroactive payments manually.
 
1. On-line: Screen 047 or 190: R1; Amount; D/OE 10.
 
2. Remote Job Entry: ZT Transaction: Same as above.
 
B. Implementation of General Wage Increase - Agencies with Automated Personnel System (APS) Interface
 
New pay plans will be implemented centrally with the new hourly rate and bi-weekly salary effective with the pay period July 27, 2001 through August 9, 2001( check date August 24, 2001) at the proper time. This does not apply to MP and MD Pay Plans.
 
C. Implementation of General Wage Increase - All Other Agencies Entering New Salary Amounts on Bi-Weekly Payroll
 
The three percent (3%) general wage increase must be manually processed at the proper time as follows:
 
1. On-Line: Screen 160: Enter State, Payroll Unit, Employee Number, the new Hourly Rate in the Normal Hourly Rate field, and the new Salary in the Normal Salary field.
 
2. Remote Job Entry: RA Transaction: Enter State, Payroll Unit, Employee Number, the new Hourly Rate in the Normal Hourly Rate field, and the new Salary in the Normal Salary field.
