MEMORANDUM NO. 2001-04

TO THE HEADS OF ALL STATE AGENCIES

I. PURPOSE: The purpose of this memorandum is to provide additional information concerning the deferred PARS payouts. The payment for the 1999-2000 PARS was delayed three months to the pay period including January 1, 2001. The effective date for increases and bonuses is December 29, 2000 (check date January 26, 2001). Agencies should refer to the DAS letter dated November 27, 2000 for related information.

II. PAYMENTS TO MANAGERS PROMOTED OR HIRED

A. Promotions to the Management Pay Plan between January 1, 2000 and June 30, 2000 for those who had a January annual increase date

1. Adjust the manager's rate of pay, effective with the pay period which includes January 1 (effective date December 29, 2000), by one-half of the percentage paid to fully successful managers the previous July.

 

2. Adjust the employee's rate of pay, effective with the pay period which includes April 1 (effective date March 23, 2001), by one half of the percentage paid to fully successful managers the previous July.

 

3.The employee will be given a permanent increase date of July 1 thereafter, and will receive increases in accordance with the standard procedure.

B. Promotions between July 1, 2000 and December 31, 2000 for those who had a January annual increase date

1. Adjust the employee's rate of pay by one-half of the percentage paid to fully successful managers in the previous July, effective with the beginning of the pay period which includes April 1 (effective date March 23, 2001).

 

2. A manager will be given a permanent increase date of July 1, thereafter, and will receive increases in accordance with the standard procedure.

C. New Hires in Management Classes

1. If hired between January 1, 2000 and June 30, 2000, the employee will receive an increase of one-half of the percentage paid to employees who were in the MP Pay Plan at the beginning of the previous rating period. This will be effective with the beginning of the pay period including April 1 (effective date March 23, 2001). The employee will be given a permanent July 1 increase date thereafter.

 

2.If hired between July 1, 2000 and December 31, 2000, the employee will have a permanent July 1 date and will be eligible for the 2000-2001 PARS Program.

III. PAYROLL PROCEDURES: The PARS payments must be entered manually at the proper time as indicated in Comptroller's Memorandum No. 2000-36.
