Additional instructions for Section D number 2 - Functional Requirements

In responding to the reporting requirements, proposers should clearly state if the functionality is delivered by the system off the shelf or the system would need to be modified to satisfy the functionality described in the requirement. Where the requirement is satisfied by third party software please indicate the third party product proposed.
