SUBCOMMITTEE ON PURCHASE OF SERVICE AND RELATED MATTERS

MINUTES OF March 29, 2018 MEETING

The meeting began at 2:32 p.m.

The Subcommittee discussed the following claims that had been administratively denied by the Retirement Services Division. All of the recommendations are unanimous unless noted accordingly.

At 2:33: Mr. McLellan moved, seconded by Mr. Casella to amend the agenda to add Judith Albright.

Thomas Evans - Request received from Mr. Evans to appeal the Division?s administrative decision to adjust his benefit because he is collecting Social Security.

Action: Ms. Brown-Brewton moved, seconded by Mr. Casella to recommend a denial of Mr. Evans request to adjust his benefit because he is collecting Social Security.

Myriam Herrera - Request received from Ms. Herrera that the type of retirement from SERS reconsidered as a disability retirement.

Action: Mr. Casella moved, seconded by Ms. Brown-Brewton to recommend to recommend a denial of Ms. Herrera?s change the type of retirement from SERS reconsidered as a disability retirement.

Jay Hickey - Request received from Mr. Hickey that he be allowed to exercise the one-time opportunity provided to employees hired between April 1, 1982 and January 1, 1984 to elect membership in either Tier 1 or Tier 2.

Action: Ms. Brown-Brewton moved, seconded by Mr. McLellan to recommend an approval of the request made by Mr. Hickey that he be allowed to change Tiers.

Rene J. Keida - Request received from Mr. Keida that he be allowed to remove his current contingent beneficiary and substitute the current contingent beneficiary with his son.

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend a denial of Mr. Hickey?s request to remove his current contingent beneficiary and substitute the current contingent beneficiary with his son.

Robert Martineau- Request received by Mr. Martineau that he be allowed to obtain retirement credit for his prior military service.

Action: Mr. Casella moved, seconded by Mr. McLellan to recommend a denial of Mr. Martineau?s request that he be allowed to obtain retirement credit for his prior military service.

Kenneth Mathews - Request received from Mr. Matthews that he be allowed to retroactively change his retirement plan membership election from SERS Tier III Hybrid to TRS.

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend a denial of Mr. Matthew?s request that he be allowed to retroactively change his retirement plan membership election from SERS Tier III Hybrid to TRS.

Tim Rockefeller - Request received from Mr. Rockefeller that he be allowed to purchase retirement credit for prior military service.

Action: Ms. Brown- Brewton moved, seconded by Mr. McLellan to recommend a denial of Mr. Rockefeller?s request that he be allowed to purchase retirement credit for prior military service.

Paul Tobin - Request received from Mr. Tobin that he be allowed to purchase retirement credit for prior military service.

Action: Ms. Brown- Brewton moved, seconded by Mr. McLellan to recommend an approval of Mr. Tobin?s request that he be allowed to purchase retirement credit for prior military service.

Judith Albright (Deceased)- Request received from Mr. Albright that the Commission waive the minimum 10 years of vesting service requirement that his deceased spouse needed to be eligible for a non-service connected disability retirement benefit.

Action: Ms. Brown-Brewton moved, seconded by Mr. Coffey to recommend a denial of Mr. Albright?s request that he be granted a retirement benefit.

Ms. Brown-Brewton moved, seconded by Mr. McLellan to adjourn the meeting.
