SUBCOMMITTEE ON PURCHASE OF SERVICE AND RELATED MATTERS

MINUTES OF January 26, 2017 MEETING

The meeting began at 2:10 p.m.

The Subcommittee discussed the following claims that had been administratively denied by the Retirement Services Division. All of the recommendations are unanimous unless noted accordingly.

Gary Cyr - Mr. Cyr was in attendance. Request received from Mr. Cyr that he be allowed to transfer his SERS plan membership from Tier II to Tier I.

Action: Mr. Coffey moved, seconded by Mr. McLellan to recommend approval of Mr. Cyr's request to transfer his SERS plan membership from Tier II to Tier I.

James Doughty (Deceased) - Request made by a P-4 collective bargaining Council Steward on behalf of Mr. Doughty?s sister that the Retirement Commission permit a posthumous disability retirement application for Mr. Doughty to be processed.

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend tabling this matter until additional information can be ascertained.

Patricia Hadden (Deceased) - Request received that Ms. Hadden?s benefit continue to her grandson who was erroneously named as the beneficiary and not the annuitant under Ms. Hadden?s election of the 20 year period certain option.

Action: Mr. Casella moved, seconded by Mr. Coffey to recommend approval of the request that Ms. Hadden?s grandson be the named annuitant under Ms. Hadden's election of the 20 year period certain option.

Gail Houlihan - Request received from Gail Houlihan that she be allowed to transfer her SERS plan membership from Tier II to Tier I.

Action: Mr. Casella moved, seconded by Mr. McLellan to recommend denial of Ms. Houlihan's request that she be allowed to transfer her SERS plan membership from Tier II to Tier I.

Annie Jackson - Request received from Annie Jackson that as a vested member of the SERS Tier IIA retirement plan that she be allowed to refund her retirement contributions in lieu of any future retirement benefit for which she is eligible.

Action: Mr. McLellan moved, seconded by Mr. Coffey to recommend denial of Ms. Jackson's request that she be allowed to refund her retirement contributions from SERS as a vested member of the SERS Tier IIA retirement plan.

Charisse Levchek - Request received from Charisse Levchak that the Retirement Commission allow her retirement plan membership be transferred from SERS Tier III to the Alternate Retirement Plan (ARP).

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend denial of the Ms. Levchak's request to transfer her retirement plan membership from SERS Tier III to the Alternate Retirement Plan.

Stephen O?Connor (Deceased) - Request received from the Department of Correction on behalf of Mr. O?Connor's widow that the Retirement Commission permit the a posthumous retirement application to be processed.

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend tabling this matter for additional information.

Anthony Wondoloski - Request received from Anthony Wondoloski that the Retirement Commission direct that his application for disability retirement go back before the Medical Examining Board (MEB) for review as a result of a procedural error by the MEB.

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend tabling this matter to refer it to the Retirement Commission?s legal counsel.

An additional claim was then added to the agenda.

Andrew Munson - Request received from Andrew Munson that he be allowed to make application for a disability retirement more than 24 months after his last date of paid employment.

Action: Mr. McLellan moved, seconded by Mr. Casella to recommend denial of Mr. Munson?s late request to make application for a disability retirement.
