RE: Kaiser Permanente Health Insurance 

As you know, Kaiser Permanente has announced that it will be leaving the markets it serves in the Northeast at the end of 1999. Additionally an announcement was made that ConnectiCare, Inc is acquiring Kaiser Permanente's Connecticut employer-sponsored business.

Various correspondences have been mailed to the Kaiser members since this announcement. This week a Notice of Discontinuance of Contract is being mailed to all Kaiser members. Law mandates Kaiser Permanente serve this notice.

To the extent that this notice generates questions concerning these matters, kindly advise inquiring employees that:

No State Employee or Retiree will be without HealthCare Coverage at anytime.
 
This Office is in discussions with ConnectiCare, the State's other HealthCare providers, State Employee Unions, and the State Department of Insurance regarding coverage on and after January 1, 2000 for affected state employees and retirees.
 
This Office will provide the necessary information as soon as a decision is reached.
