The Office of the State Comptroller is mailing letters dated March 1, 1999 to participants in the Travelers Deferred Compensation Program notifying them that Hartford Life has reached an agreement to assume Travelers state deferred compensation accounts. There will be no cost to the participant in this transfer, the funds will be moved to equivalent investment options with Hartford Life.

To the extent that this letter generates questions concerning this matter, kindly advise inquiring employees that:

• Information will be provided by Hartford Life regarding their future treatment under this agreement.

• Hartford Life's telephone number is 1-800-243-5868.
