SUBJECT: Enrollment Extension for Long Term Care Insurance Coverage

I. INTRODUCTION

The purpose of this memorandum is to inform you that UNUM Life Insurance Company of America, which provides long term care insurance to state employees as part of the Supplemental Employee Benefits Program has, in an effort to increase enrollment, revised its program to include added benefits together with a significant premium rate reduction of 21%. In so doing, UNUM will be extending the opportunity for all employees to enroll in the voluntary long term care program under guaranteed acceptance, without medical underwriting.

II. ENROLLMENT EXTENSION

Comptroller's Memorandum No. 97-8, dated February 11, 1997, announced the establishment of the Supplemental Employees Benefits Program. Since that announcement, UNUM has had an opportunity to issue information regarding long term care insurance to all state employees and conducted open enrollment meetings with approximately half of all state agencies. In connection with this enrollment extension, UNUM through its administrative services representative, Duncanson & Holt, will continue to contact agencies through March 2000, to arrange enrollment meetings with employees. Employees who previously had an opportunity to enroll in the program will be offered a second chance to consider the insurance.

Subject to operating needs, agencies are encouraged to accommodate Duncanson & Holt so that they may speak to, meet with, and enroll employees. 

III. CONCLUSION

Administrative and related concerns regarding long term care insurance or the Supplemental Employee Benefits Program may be directed to the Employee Benefits Unit of the Retirement & Benefit Services Division at (860) 702-3543. There is a concern that many employees remain unaware of the long term care insurance benefits; therefore, your assistance in conducting the enrollment extension and in making this valuable benefit accessible to your agency's employees is greatly appreciated.
