SUBJECT: Purchasing Card Program
  1. PURPOSE

    The purpose of this memorandum is to provide information to all state agencies concerning the expansion of the purchasing card program.

  2. AUTHORITY

    Under the authority of Section 4-98 of the Connecticut General Statutes, as revised by Public Act 96-156, the Comptroller may allow budgeted agencies to use purchasing cards for purchases of $1,000 or less.

  3. PURCHASING CARD PROGRAM

    The Office of the State Comptroller and the Department of Administrative Services are pleased to announce a purchasing card program for State of Connecticut agencies. The purchasing card is a MasterCard credit card issued by The First National Bank of Chicago.


    The purchasing card will provide a streamlining of your purchasing process and provide prompt payment to your vendors. It has been successful to date during the pilot phase.


    The Office of the State Comptroller will contact your agency by letter regarding participation in this program. 


    The expansion of the purchasing card program to additional state agencies is anticipated to be completed by the end of this calendar year. However, your agency must be a paperless processing agency to participate in the program.
