Subject: Alternative Meal Program for Bargaining Unit NP-4, Corrections.
  1. AUTHORITY

    The Memorandum of Agreement between AFSCME, Council 4, NP-4, Corrections Bargaining Unit, and the State of Connecticut, ratified by legislature, to be effective April 26, 1996.

  2. SUBJECT

    In the original agreement dated October 7, 1986, the Department of Correction and the AFSCME Council 4 Union agreed that Corrections (NP-4) employees were to be given an opportunity to either receive a meal or a monetary meal reimbursement.

    This memorandum promulgates the addition of new facilities eligible for employee monetary meal reimbursement, effective with pay period 4/26/96 - 5/9/96.

  3. ARTICLE 17, SECTION NINE (c)
    1. Stipulated Agreement of October 7, 1986 and the above article and section of the 1988--94 Contract, as extended.

      For an employee of a facility who elects the monetary meal stipend, payment will be $5.00 per meal for each shift actually worked. The minimum time for eligibility will be equal to one-half (1/2) of the shift, except as otherwise provided by contract. (See contract for other provisions.)

      These payments are reportable and will be subject to mandatory deductions of federal withholding tax and state income tax annualized, social security, retirement contributions, and garnishments (if applicable).

    2. Facilities eligible for the alternative meal program before this Memorandum of Agreement takes effect:
      1. Manson Youth Institution
      2. Cheshire Correction Center
      3. Sommers Correction Institution
      4. New Haven Correction Center
      5. Hartford Correction Center
      6. Brooklyn Correction Center
      7. J.B. Gates Correction Center
      8. Niantic Correction Center
      9. Morgan Detention Center
      10. Union Avenue Detention Center
    3. As of April 26, 1996 add the following three State correctional facilities to the existing list:
      1. Carl Robinson Correctional Institution
      2. Enfield Correctional Institution
      3. Bridgeport Community Correctional Center
  4. PAYROLL PROCEDURES:

  5. GENERAL

    The Central Office of the Correction Department is to promulgate this information to its' satellite agencies.
