PAYROLL DEDUCTION PROCEDURES FOR THE STATE
EMPLOYEES' CAMPAIGN FOR CHARITABLE GIVING

ATTENTION: All Payroll and Personnel Supervisors
DATE: September 11, 1995

The following instructions are for the annual State Employee Campaign for Charitable Giving
which will take place during October l995.

  1. GENERAL

    1. Authority: Under the provisions contained in Section 5-262 of the Connecticut General Statutes, state employees may authorize payroll deductions for the payment of pledges to the following federations that have been approved for participation by the State Employee Campaign Committee:

      America's Charities (formerly NUSA)
      Combined Health Appeal of Connecticut
      Combined Health Appeal of South Central Connecticut
      Community Works of Connecticut
      Connecticut United Ways
      Earth Share
      Environmental Federation of New England
      Greater Hartford Arts Council
      Independent Charities of America
      International Service Agencies

      The employees' deductions/contributions will be forwarded to the respective federations by the United Way which, once again, will serve as the Principle Combined Fundraising Organization (PCFO).

    2. Solicitation: The solicitation for the calendar year 1996 will take place in state agencies during the months of September and October 1995. The final deduction for calendar year 1995 for the State Employees' Campaign for Charitable Giving will be on the pay period 11/24/95-12/07/95, payable 12/22/95.

    3. 1996 Deduction Period: The payroll deduction for the 1996 calendar year contributions will start with the pay period 12/08/95-12/21/95 payable 1/05/96 and continue for 26 pay periods including and ending with pay period 11/22/96-12/05/96 payable 12/20/96.

    4. Distribution of Authorization Form:

      1. The original authorization form will be retained by the PCFO (United Way).

      2. Agencies will receive a report at the conclusion of the campaign identifying their employees and their contributions.

      3. Employees will receive a receipt from the SECC (State Employee Campaign Committee) acknowledging their contribution.

    5. Discontinuing or Changing Deductions: An employee may discontinue a deduction before the end of the year by advising the payroll supervisor in writing. An employee may not increase or decrease the amount of deduction once started. An employee discontinuing a deduction is not permitted to reinstate the deduction for the remainder of the year.

  2. PAYROLL PROCEDURES

    The PCFO United Way will again assume responsibility of providing Central Payroll with the necessary transactions to initiate payroll deductions for charitable giving. Agencies are not responsible for initiating any payroll action.

    Agencies, however, will not be prohibited from stopping a deduction at the employee's request.

    The final deduction for calendar year 1995 will be taken pay period 11/24/95-12/07/95, payable 12/22/95.

    Transactions for the 1996 calendar year will be entered for the pay period 12/08/95-12/21/95, payable 01/05/96.

    The final deduction for the calendar year 1996 will be taken pay period 11/22/96-12/05/96, payable 12/20/96 and then stopped automatically on the check whose pay period includes the stop date.
