MEMORANDUM NO. 95 - 6

TO THE HEADS OF ALL STATE AGENCIES

Attention:Chief Administrative and Fiscal Officers, Business
Managers, and Payroll and Personnel Officers
Subject: P-1 and NP-6 Health Care Bargaining Units,
Miscellaneous Lump Sum Payments
  1. AUTHORITY

    The recently-approved Agreement between the State of Connecticut and the subject P-1 and NP-6 Bargaining Units provides for various lump sum payments including, but not limited to, the following. Agency personnel officers must confirm these and possible other provisions, and applicable eligibility requirements, with the Department of Administrative Services, Personnel and Labor Relations Division.

    Interest will be awarded if this payment is not included in the payroll check date February 17, 1995.

    Questions regarding this interest payment should be directed to the Comptroller's Central Payroll Division. Telephone 566-5428.

    1. Section 15.a P-1 Annual Bonus Payments

      Effective July 1, 1994 employees in the following classifications shall receive an annual bonus of $3,000 payable bi-weekly: Pharmacists, Pharmacy Supervisor, Pharmacy Consultant, Principal Pharmacist, Consumer Protection Drug Control Agent, Consumer Protection Drug Control Principal Agent. Effective July 1, 1994, employees in the classification of Rehabilitation Therapist Supervisor 2 who are licensed in Physical or Occupational Therapy and carry an active caseload providing direct therapy in either of the two disciplines shall receive an annual bonus of $2,000 payable biweekly.

    2. EMT Stipend (Article 9, Section 12 of NP-6, Section 17 of P-1)

      Emergency Medical Technicians who are regularly assigned EMT duties shall receive a $400 yearly stipend effective July 1, 1994 which will be included in the February 17, 1995 check and hereinafter, include in first paycheck in September (September 1, 1995 pay date).

    3. Objective Job Evaluation

      Any changes in pay resulting from equity adjustments shall become effective on July 1, 1995. Instructions on this matter will be issued by State Personnel.

  2. PAYROLL PROCEDURES

    1. Refer to the Other Earnings Coding Instructions section of the Comptroller's Statewide Payroll System Manual. Use one of the following procedures as applicable:

      1. Forms: Form 1005; R1; Amount; DOE Code 18.

      2. On-Line: Screen 381-382; Same as above.

      3. Remote Job Entry: ZT Transaction; Same as above.

    2. Payment of Retroactive Salary Increases

      1. Forms: Form 1004; R1; Amount; DOE Code 10.

      2. On-Line: Screen 381-382; Same as above.

      3. Remote Job Entry: ZT Transaction; Same as above.

    3. Agencies should schedule all of the above payments in accordance with contractual specifications. This will require that certain 1994 payments be promptly processed as follows:

      1. Section 1.C - Stipend of $400.00 for eligible Emergency Medical Technicians: Include in pay period January 20 through February 2, 1995 (check date February 17, 1995).

      2. Section 1.A. - Bonus payments for eligible employees: Include the retroactive amount due for the period July 1, 1994 through January 19, 1995, along with the regular bi-weekly payment, in pay period January 20 through February 2, 1995 (check date February 17, 1995).
