AUTHORIZATION AND BASIC PAY PLAN

AUTHORITY

Under Section 3-119 of the Connecticut General Statutes, the State Comptroller is authorized to pay all salaries and wages:

UNDER AUTHORITY DELEGATED BY THE COMPTROLLER, THE COMPTROLLER'S CENTRAL PAYROLL DIVISION HAS THE AUTHORITY TO OBTAIN FROM ANY DEPARTMENT, AGENCY OR INSTITUTION, INFORMATION NECESSARY FOR THE PROCESSING OR CORRECTION OF ALL PAYROLLS SUBMITTED BY THEM TO THE COMPTROLLER.

AGENCY PAYROLL PERSONNEL WILL REMAIN RESPONSIBLE FOR REPORTING PAYROLL INFORMATION.

EXISTING PAYROLL REPORTING FORMS AND PROCEDURES WILL REMAIN IN EFFECT UNLESS REVISED BY THE COMPTROLLER.

BASIC PAY PLAN:

The State of Connecticut pays most of its employees on a bi-weekly basis with a two-week holdback. Under this system, bi-weekly salary payrolls are prepared after the services have been rendered. The bi-weekly pay period starts on a Friday and ends the second Thursday following. Paychecks are prepared for distribution two weeks after the pay period ends.
