Dr. Woodruff called the meeting to order at 9:05 AM.
An additional item was added under "new business" : a potential security breach at Anthem involving 13 SSNs of state employees and retirees. This was the result of at Dept of Justice and Postal Service investigation that led to an arrest of a former Anthem employee. No evidence exists that the information was used for any purpose but Anthem has agreed to provide identity theft protection for the individuals for two years.
The baseline numbers for FY 2009 for Caremark were discussed as well as the implementation of the new pharmacy benefit programs. The Committee reviewed the Q & A that was developed by the Division and approved its circulation along with an additional question.
The acquisition of HealthNet licenses by United Healthcare were discussed and the conclusion was that HCCCC and the Comptroller's office should assume that HealthNet will no longer be a provider to the state's plan after June 30, 2009.
The new state budget was discussed, particularly its provision that the state employee and retiree medical plan would become self-insured beginning July 1, 2010. After some discussion about the HealthNet changes as well as the requirement that the medical plan be self-insured, the HCCCC determined that it would recommend to the Comptroller that a new RFP be issued for medical plans only with an effective date of July 1, 2010. Woodruff asked that labor and management appoint members to be on an RFP committee and distributed a proposed schedule for committee meetings as well as proposal review and approval timeline.
After a final review of the FY 2009 monthly reports from the medical carriers, the meeting was adjourned at 10:35.
