Q. Are Community Colleges exempt from Activity and Welfare approval of expenditures over $1,000?

A.Yes. "All expenditures for both activity and welfare funds in institutions of Higher Education and the Department of Corrections are excluded from the approval of the State Comptroller but must be approved by the agency head or his/her designated agent."
