TO THE HEADS OF ALL STATE AGENCIES

Attention:   Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Human Resources Officers
Subject:   Longevity Pay for Employees Excluded from Collective Bargaining

I. AUTHORITY

In accordance with Public Act No.12-1 of the December 2012 Special Session, An Act Concerning Deficit Mitigation for the Fiscal Year Ending June 30, 2013.

II. LONGEVITY PAYMENTS

The April 2013 longevity payment will be the last longevity payment for eligible state employees who are not included in any collective bargaining unit and whose pay and longevity are not stated in statute.
 
Each employee who has completed not less than ten years of state service and who is not included in any collective bargaining unit, except employees whose compensation is prescribed by statute, will receive a longevity payment on April 19, 2013. This longevity payment is based on service completed as of September 1, 2011 and is determined in accordance with the longevity rate schedule established for the employee's class. A retired employee who retires between October 1, 2012 and March 31, 2013 will receive a prorated payment based on the proportion of the six-month period served before the effective date of the employee's retirement.
 
No longevity payment will be made to any employee who is not included in any collective bargaining unit, except employees whose compensation is set by statute, for service completed on or after April 1, 2013.

III. SALARY INCREASE

The legislation provides for an increase in annual salary for each non-union employee who received a longevity payment in April 2011 and does not have his or her salary stated in statute. Effective the first pay period after July 1, 2013, the annual salary of any state employee who is not included in any collective bargaining unit, except employees whose compensation is prescribed by statute, who received a longevity payment in April 2011, will be increased by the annualized amount of the longevity payment paid on April 19, 2013. The Department of Administrative Services will issue updated pay plans at a later date.

IV. PAYROLL PROCEDURES

Core-CT has run the preliminary longevity process. Each agency has a process report and an exception report to review. Employees that could not be processed by the program appear on the exception report. For these employees, agencies will enter the longevity payments manually through the Additional Payments pages using the Earnings Code LNG and the effective date of April 1, 2013 and include the amount in both the Earnings and Goal Amount fields. Limited scope agencies will submit their longevity payments through their usual processing method.
