COMPTROLLER'S MEMORANDUM No. 2010 - 17

TO THE HEADS OF ALL STATE AGENCIES

ATTENTION:   Personnel and Payroll Officers, Chief Administrative and Fiscal Officers, Business Managers
SUBJECT:   Unemployment Compensation Claims

I. Introduction

The purpose of this memorandum is to (1) introduce the new unemployment compensation claims administrator and (2) advise agencies of the new procedures for reporting employee separations.

II. Background

Pursuant to Connecticut General Statutes, Section 3-117a, the Office of the State Comptroller (OSC) is responsible for the management of all unemployment compensation claims filed by State employees. OSC contracts with a third party administrator who acts as agent of record for the State of Connecticut ("State") to carry out these responsibilities. Currently, the third party administrator is TALX, UC eXpress.

III. Discussion

This memorandum supersedes the procedures set forth in Memorandum 2009-09. Effective July 1, 2010, Employers Edge will be the State's new agent of record for unemployment compensation claims. Employers Edge will be responsible for administering new claims, appeals, and any hearings or board appeals scheduled to take place after this date. TALX will continue to provide these services through June 30, 2010.

IV. Procedures

For unemployment purposes agencies are no longer required to phone in reasons for every separation that occurs. In the event a separated employee files an unemployment claim, Employers Edge will contact the agency to obtain detailed separation information.

The only exception to this process will be for seasonal layoffs or a mass reduction in force (more than ten people). In that event, the agency should provide Employers Edge with a list of those affected. All layoff or mass separation listings should be sent via secure email to Lara Campbell at l.campbell@employersedge.com,  or faxed to her at (877) 235-EDGE (3343) Extension 113, as soon as the information becomes available, preferably before the separations occur.

Employers Edge will be available to conduct webinars for agencies interested in securing Unemployment Compensation Claims Administration training. Contact Employers Edge at (877) 235-EDGE (3343) Extension 116 to schedule a training webinar for your agency. OSC will post additional guidance regarding unemployment administration, claims, appeals, and hearing procedures. These materials will outline State agency and Employers Edge administration responsibilities. This information will be available at the OSC web site: http://osc.ct.gov/empret/indxhlth.htm 

V. Conclusion

On and after July 1, 2010, any questions regarding the above should be directed to Lara Campbell, the Unemployment Claims Specialist at Employers Edge at (877) 235-EDGE (3343) Extension 113 or by email at l.campbell@employersedge.com

In all cases it is critical for agencies to supply Employers Edge with requested data concerning employees who have filed unemployment claims. Your compliance will help ensure that claims are promptly and appropriately processed. Your cooperation is greatly appreciated.
