TO THE HEADS OF HIGHER EDUCATION STATE AGENCIES

Attention: Higher Education Personnel and Payroll Officers, Chief Administrative and Fiscal Officers, Business Managers
Subject: 2008 - 2009 Health Insurance Rates for Higher Education Part-Time Professional Employees

INTRODUCTION: As announced in Comptroller's Memorandum No. 2008-16 dated May 5, 2008 the annual health insurance open enrollment period for state employees will be held from May 19, 2008 through June 6, 2008. The bi-weekly employee rates were set forth in that Memorandum. This Memorandum establishes health insurance rates for Higher Education Part-Time Professional Employees.

ADMINISTRATION: The health insurance rates in this memorandum apply to higher education part-time professional employees who because of their employment status are ineligible for coverage paid in whole or in part by the State employer. In all other aspects, the procedures set forth in Memorandum No. 2008-16 shall apply to these employees.

NOTICE TO EMPLOYEES: Please inform your employees of the open enrollment period and direct them to the Comptroller's Web site at www.osc.state.ct.us to obtain the information necessary for them to make an informed choice during the open enrollment period.

The HealthCare Options planner mailed to all employees eligible for state-paid health benefits includes a description of the available options. This planner was not mailed to those ineligible for state-paid benefits. Therefore, please provide those employees who are eligible to purchase coverage under Connecticut General Statutes Section 5-259c with the link to the electronic version of the planner, or with a printed copy, and the applicable rates set forth in this Memorandum.
