COMPTROLLER'S MEMORANDUM NO. 2008 - 01A

SUBJECT:   Long Term Care Program offered by MetLife Insurance Company - Revision

I. INTRODUCTION

This memorandum replaces Comptroller's Memorandum 2008-01.

Comptroller's Memorandum 2007-09 announced the attendance of MetLife at the annual health insurance open enrollment fairs to provide information regarding the Long Term Care Program (Program). Comptroller's Memorandum 2007-14 announced the State's selection of MetLife as the new Long Term Care provider. In that connection, the purpose of this memorandum is to announce the Program open enrollment period offered through MetLife Insurance Company.

II. PROGRAM PARAMETERS

The Program is available to full-time, active employees working 17.5 or more hours per week and retirees, spouses, civil union partners, domestic partners1, parents, parents-in-law, grandparents, step parents, step grandparents, in-law grandparents and adult children age 18 or older. This product is designed to protect against the cost of long term health care, whether at home or in a nursing home. The long term care policy is approved by the Connecticut Partnership and, as such, has a Medicaid Asset Protection feature not found in plans that lack Connecticut Partnership approval.

The open enrollment period will consist of a 9 month simplified underwriting available to all eligible employees. After the 9 month open enrollment period all applicants will be subject to modified underwriting consisting of additional medical questions. New employees hired subsequent to the initial 9 month simplified underwriting period, will have 90 days from date of hire to purchase a policy under simplified underwriting. Subsequent enrollment will be subject to modified underwriting. Modified underwriting may also require attending physician statements and a phone health interview. For applicants that are age 71 and older, a face to face interview will be required in lieu of a phone health interview. Retirees, Spouses and Family Members are eligible for modified underwriting. Further information regarding underwriting requirements will be discussed during enrollment sessions.

MetLife will also mail a communication to employee's announcing the commencement of the program along with Program contact information.

III. SEMINAR SCHEDULING

A MetLife representative will be contacting your agency in the near future regarding the scheduling of seminars for your employees. Agencies may also contact MetLife directly at 1-800-LTC-CT89 (1-800-582-2889) with questions related to seminar scheduling and the reservation process.

IV. CONCLUSION

Note that current UNUM participants will continue to be serviced by MedAmerica. Questions regarding current long term care participation with UNUM may be addressed to MedAmerica at 1-877-202-6043.

The general responsibility to administer the Program has been assigned to the Comptroller's Retirement & Benefit Services Division (RBSD); accordingly, administrative and related concerns should be directed to the RBSD at (860) 702-3543.

It is the Division's objective to make this important benefit available to as many employees as possible therefore your assistance in making the Program's seminar accessible to your agency's employees is greatly appreciated.
