MEMORANDUM NO. 2004-28

TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Bi-Weekly Salary Increases, Annual Increments, Lump Sum Payments, and Other Provisions for Protective Services (NP-5) Bargaining Unit Employees - July 1, 2004 through June 30, 2008

I. AUTHORITY

The collective bargaining agreement between the State of Connecticut and the Protective Services (NP-5) bargaining unit for the period July 1, 2004 through June 30, 2008, effective on July 1, 2004. 

II. COMPENSATION (Article 20)

A. General Wage Increases (Article 20.1)

The following wage increases will be effective:

The pay schedules effective June 27, 2003 will remain in effect during 2004-2005.

June 24, 2005 3.0% of Base Salary
June 23, 2006 3.0% of Base Salary
June 22, 2007 3.0% of Base Salary

B. Annual Increments and Lump Sum Payments (Article 20.2)

1. There will be no payment of annual increments for the 2004-2005 contract year.
 
2. The annual increments will be delayed by six months in the 2005-2006 contract year.
 
3. The annual increments will be delayed by three months in the 2006-2007 contract year.
 
4. The annual increments will be paid on time in the 2007-2008 contract year, in accordance with existing practice.
 
5. Effective July 1, 2005, a $500 lump sum payment will be made to those employees at the maximum step of the salary schedule. This payment will be made on the date the annual increment would have applied.

C. Longevity (Article 20.3)

Employees will continue to be eligible for longevity payments for the life of the contract in accordance with existing practice. The longevity schedule remains unchanged.

D. Clothing and Accessories (Article 20.6)

On or about September 1 of each contract year, each employee in the bargaining unit will receive $90 for the purchase of appropriate shoes. Effective July 1, 2007, the shoe allowance will be increased to $100.

E. Annual Skill Premium (EMT's) (Article 20.13)

1. On or about October 1 of each contract year, employees certified as Emergency Medical Technician B (EMT-B) will receive an annual skill premium of $450. Effective July 1, 2007, this amount will increase to $475.
 
2. On or about October 1 of each contract year, employees certified as Emergency Medical Technician I (EMT-I) will receive an annual skill premium of $575. Effective July 1, 2007, this amount will increase to $600.
 
3. Commencing in October of each contract year, employees certified as Paramedic (EMT-P) will receive an annual skill premium of $3700 to be paid in quarterly installments.

F. Instructional Stipend (Article 20.23)

Effective July 1, 2004, a $200 instructional stipend will be paid to Field Training Officers, Firearms Instructors, and Paramedic Preceptors. This payment will be made on or about October 1 of each contract year. 

III. SHIFT AND WEEKEND DIFFERENTIAL (Article 36)

A. The shift differential will be $ .65 per hour.

1. Effective June 24, 2005, the shift differential will increase to $ .75 per hour.
 
2. Effective June 23, 2006, the shift differential will increase to $ .85 per hour.

B.

1. Effective June 24, 2005, employees will be entitled to weekend differential payments for all hours worked between 11:00 p.m. on Friday and 11:00 p.m. on Sunday. The weekend differential will be $ .65 per hour.
 
Employees hired on or after July 1, 2005 and in salary grade PS 16 or higher will not be eligible for the weekend differential
 
2. Effective June 23, 2006, the weekend differential will increase to $ .75 per hour.

IV. SCHEDULED PAYMENT DATES

A. General Wage Increases

The general wage increase will be made centrally at the proper time.

Agency staff must review the Salary Change Mass Update by Plan/Pay Group Report and the Inactive and Transferred Employees Report.

The agency must process lump sum payments manually and follow the effective dates and pay periods of annual increments.

C. Longevity

Separate memoranda will be issued at the proper time for the payment of longevity.

Paramedic (EMT-P) annual skill premium is paid in quarterly installments.

V. PAYROLL PROCEDURES

A. Implementation of General Wage Increases

New pay plans will be implemented centrally with the new hourly rate and bi-weekly salary effective with the pay period at the proper time. 

B. Payment of Lump Sum - (Maximum Step)

Amount; Time Reporting Code XMISA or Earnings Code MPS.

These lump sum payments are subject to mandatory deductions; i.e., federal withholding and state income tax annualized, social security tax, retirement contributions, and garnishments (if applicable).

C. Shoe Allowance

Amount; Earnings Code SHU or Time Reporting Code XSHUA.

D. Skill Premium (EMTs)

Amount; Earnings Code SKP or Time Reporting Code XKPA.

E. Shift Differential

Amount; Earnings Code SD1; Account 50180 or Hours; Shift 1; Account 50180.

*Note: The above coding for shift differential is an example. Agencies must use the appropriate earnings code or shift depending on when the hours were worked.
