TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers and Business Managers
Subject: Change in the Method of Payment for Reportable and Non-Reportable Tuition Reimbursements to Employees from Union Funds (9916)

I. PURPOSE

The purpose of this memorandum is to provide agencies with information regarding the new process in submitting reimbursement requests for tuition from Union Tuition and Training Funds (9916).

II. NEW PROCEDURE

Due to the implementation of Core-CT, the method of payment for Reportable and Non-Reportable tuition reimbursement requests will change. Effective July 8, 2003, the CO-17XP, Employee Voucher and the CO-19, Batch Header forms are being discontinued. New procedures for processing tuition reimbursements are as follows:

A. Non-Reportable Tuition Reimbursements

All non-reportable tuition reimbursements must be submitted on an approved Application for Tuition Reimbursement, PERT-1 Form to the Comptroller's Management Services Division - Support Services Unit, for processing. All supporting documentation must be attached. Agencies should record the employee number in red, on the PERT-1 Form in the upper right corner and check off Yes in the Job Related section of the PERT-1.
 
B. Reportable Tuition Reimbursements
 
All reportable tuition reimbursements must be completed on the CO-17XP-PR, Employee Payroll Reimbursement Form. A PERT-1 Form must also be completed and attached. Agencies should record the employee number in red, on the PERT-1 Form in the upper right corner and check off No in the Job Related section of the PERT-1.
 
Submit the completed CO-17XP-PR and the PERT-1 forms to the Comptroller's Management Services Division - Support Services Unit, for processing.
