RETIREMENT & BENEFIT SERVICES DIVISION MEMORANDUM

November 18, 2002

TO THE HEADS OF ALL STATE AGENCIES

ATTENTION: Personnel and Payroll Officers
SUBJECT: State of Connecticut Deferred Compensation (?457) Plan and 403(b) Program-Investor Education Seminar

I. INTRODUCTION

The purpose of this memorandum is to announce that the Office of the State Comptroller will continue to provide state agencies with the opportunity to sponsor a Deferred Compensation (?457) Plan (Plan) and/or a 403(b) Program (Program) Investor Education Seminar presented by Buck Consultants. In an effort to increase enrollment, the seminars are intended for eligible non-participating and new employees and will emphasize the importance of retirement planning, explain how to use the Plan and/or the Program as a method of reaching retirement goals and provide a basic understanding of investing.

II. SEMINAR SCHEDULING

A representative of Buck Consultants will be contacting your agency in the near future regarding the scheduling of seminars for your employees. However, you may contact Buck Consultants directly at (212) 330-1015

with questions related to seminar scheduling and the reservation process. General questions regarding the Plan and/or the Program may be directed to the Comptroller's Retirement & Benefit Services Division (Division), Employee Benefits Unit at (860) 702-3543.

III. CONCLUSION

It is the Division's objective to educate as many non-participating and new employees as possible, and to encourage participation in the Plan and/or the Program; therefore your assistance in making the Plan's and/or the Program's seminar accessible to your agency's employees is essential to the success of this important benefit for our employees.

Very truly yours,

NANCY WYMAN, STATE COMPTROLLER
