COMPTROLLER'S MEMORANDUM No. 2002 - 44

SUBJECT: Unemployment Compensation for State Employees 
  1. Background
Pursuant to Connecticut General Statutes, Section 3-117a, the Office of the State Comptroller (OSC) is responsible for management of state employee unemployment compensation claims. Effective March 27, 2000, Gates McDonald, OSC's agent of record for unemployment compensation claims was acquired by TALX Corporation (TALX). The acquisition by TALX of Gates McDonald did not, however, disrupt the business relationship that exists between OSC and the State's Account Consultant, Christine Gionfriddo; accordingly, all inquiries pertaining to unemployment compensation claims should continue to be directed to her at 10 Research Parkway, Wallingford, CT 06111.   1. Introduction
Agencies previously received from OSC a package of introductory materials, which included a procedure guide on the proper handling of unemployment matters. The purpose of this memorandum is to reiterate the established procedure on the processing of unemployment claims pertaining to laid-off employees.
  1. Procedures
In the event of a reduction in the workforce, each affected agency must immediately call the TALX Employee Separation Reporting Line at (800) 628-9829. You will need to provide TALX with the following information: (1) the name of the laid-off employee; (2) his or her social security number; and (3) the last day worked. This information may be provided to TALX in list form instead of using the Employee Separation Reporting Line by: (1) e-mail to obriens2@gatesmcdonald.com; (2) fax to the attention of Sherri O'Brien of TALX at (781) 229-9773; or 3) regular mail to TALX UC eXpress, Attn: Sherri O'Brien, 25 Burlington Mall Road, Burlington, MA 01803.
  1. Conclusion
In all cases concerning the layoff of state employees, it is critical for impacted state agencies to promptly supply TALX with required data; this will allow for a determination to be made as to unemployment compensation entitlement and, where such exists, the proper calculation of benefits. Therefore, your assistance in adhering to these procedures is greatly appreciated.
