MEMORANDUM NO. 2002-37

TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers and Business Managers
Subject: Direct Purchase Authority as Referenced in General Letter #71 from the Department of Administrative Services (DAS) dated August 26, 2002

I. PURPOSE

The purpose of this memorandum is to advise all State agencies regarding the impact of General Letter #71 issued from DAS related to the processing of purchase orders under the Comptroller's Office authority.

A. As stated in General Letter #71 - "Direct purchases of any type of goods or services up to $2,500 (also known as open market purchases) may be made without obtaining quotations or bids. No annual limits or restrictions are established." This does not change the $1,000 limit for issuing a CO-94A or CO-94B purchase order.
 
B. General Letter #71 does not change the threshold for capitalization regarding the inventory process which remains at $1,000.
 
C. Effective July 1, 2003 with the implementation of Core-CT all purchases will be made using a purchase order regardless of the dollar amount.

II. ACCOUNTS PAYABLE INSTRUCTIONS

When completing the purchase order agencies must indicate in the DPA# block (30) that this purchase is made under the authority of General Letter #71. The General Letter application letters a-k are only required for General Letter #71(d) when it exceeds $50,000.
